U.S. President Barack Obama should propose on Friday launched a fund of one billion dollars to reduce the impact of climate change, by visiting the California Farm Land severely affected by a historic drought .
Barack Obama is expected to introduce the bill in the 2015 draft budget that will be unveiled next month. It is of course not certain that the elected Republican majority in the House of Representatives agreed to support it.
The worst weather
"We 've always had heat waves, but now the worst of them last longer and are even hotter ," noted the spokesperson for the White House Jay Carney. "We have always been periods of drought, but now the worst of them are longer and more dry ," he has said.
"We have always been strong storms , but instead of having centennial storms that happen every 100 years , we have centennial storms that occur every five years," he added .

The new funds proposed by the President will seek to fund climate research to better understand the future impacts of climate change and better protect communities and infrastructure.
